Closed Coffee Shop Chain Experiment
Project Category
Advocacy
Date
April 2023
Role
As a representative of the sector and advisor, I played a central role in informing, guiding and connecting coffee shop entrepreneurs, policy makers and other stakeholders. My focus was on translating complex regulations into concrete tools for entrepreneurs and safeguarding their interests during the process.
The Weed Experiment, officially known as the Closed Coffee Shop Chain Experiment, brings new regulations and challenges for coffee shops in participating municipalities. The aim of the experiment is to create a closed chain in which cannabis is legally grown, distributed and sold. Although the experiment offers opportunities for further professionalisation, it also creates uncertainties among entrepreneurs due to ambiguities about legislation, supervision and practical implementation.
Actions:
Information provision and guidance:
- Organising meetings with members of parliament, policy makers and coffee shop entrepreneurs to discuss direct questions and concerns.
- Developing clear communication materials and practical manuals to inform entrepreneurs about their rights, obligations and the phases of the experiment.
Representation and advocacy:
- Conducting discussions with local authorities and national policy makers about the impact of the experiment on the business operations of coffee shops.
- Introducing feedback from practice to make legislation and regulations more realistic and workable for entrepreneurs.
Legal and strategic advice:
- Providing support for legal issues and uncertainties regarding licensing and supervision.
- Advising on objection procedures and practical solutions for bottlenecks.
Communication and stakeholder consultation:
- Writing policy letters and consultation responses with substantiated arguments from the sector.
- Facilitating open dialogue between coffee shop entrepreneurs, municipalities and other stakeholders to increase support and identify bottlenecks in a timely manner.
